  1. That’s the Old Witch, who was the narrator of the EC Comic “Haunt of Fear.” Originally created and drawn by Graham Ingels, known as “Ghastly.”

  2. Reminds me of the Librarian from the Hilarious House of Frightenstein, a Canadian kids show from the 1970’s based on horror and monster characters. It even had some educational content. See https://www.youtube.com/watch?v=fw8T3xycCVw for an example.

      1. If you were a kid in Canada roughly 50 years ago, you might have stumbled upon it in syndication. The Wikipedia article on it suggests that it was popular with American college students due to airing in a more mature age time slot. Vincent Price did the “bumpers” for in-between segments.
