That’s the Old Witch, who was the narrator of the EC Comic “Haunt of Fear.” Originally created and drawn by Graham Ingels, known as “Ghastly.”
Reminds me of the Librarian from the Hilarious House of Frightenstein, a Canadian kids show from the 1970’s based on horror and monster characters. It even had some educational content. See https://www.youtube.com/watch?v=fw8T3xycCVw for an example.
