My library has something like this because our network can only allow a certain number of simultaneous connections. If someone logs in, then leaves the building, they have one of our ‘seats’ all day unless we boot people off after a certain point. It’s annoying but I haven’t thought up a better solution yet.

When you sign in to the library’s WiFi using your library card, you get one hour of access, then you have to sign in again.

Not at any library I’ve ever worked at! Sounds like an unnecessary barrier to access.
