Do I want to know how he and his tube are still wet?
He is standing in a kiddie pool which he filled up in the carpark then dragged into the library. The contents of the pool are identified as “The Specific Ocean” (on his map) and his feet are North and South Footlandia (he has dual sovereign citizenship).
